Starting February 1, 2027, new applicants to the YouTube Partner Program need 1,000 subscribers plus either 8,000 qualified watch hours in the last 365 days or 20 million qualified Shorts views in the last 90 days to unlock ads and Premium revenue sharing. That doubles today’s 4,000-hour and 10-million-Shorts bars. Creators already in YPP keep their ad/Premium entry status. New and not-yet-monetized creators feel this the most.
This post explains the rule change in plain English: what moved, what did not, how it hits beginners vs Shorts-heavy channels, and what to do before February 2027. It is not a CPM deep-dive (that lives here) and not a “how to start” checklist (that lives here).
What Changed vs What Stayed the Same

YouTube also renamed the metrics in the announcement: what used to be called valid public watch hours / Shorts views are now qualified watch hours / views. Treat them as the official eligibility counters in Studio, not raw vanity stats.
The Shorts Catch (This One Can Touch Existing Partners)
Separate from entry:
From February 1, 2027, earning ads and Premium revenue from the Shorts Creator Pool requires 10 million qualified Shorts views in the last 90 days.
If you fall under that line:
- You stay in YPP
- Long-form monetization can continue
- Shorts revenue sharing pauses until you cross 10M again
So: grandfathering protects entry. It does not mean every Shorts payout rule is frozen forever.
YouTube also said existing partners need to review and accept updated YPP terms in Studio by January 31, 2027 to keep affected earnings flowing. Put that date on a calendar if you are already monetized.
Fan Funding Tier Did Not Double
The earlier “earn something before full ads” tier is still the softer on-ramp:
- 500 subscribers
- 3 public uploads in the last 90 days
- Plus 3,000 qualified watch hours in 365 days or 3 million qualified Shorts views in 90 days
That still unlocks fan-funding style features (memberships, Super Thanks / related products), Creator Partnerships access paths, and Shopping — not full ads/Premium sharing. For brand-new creators, this matters more after the ads bar doubles.
Who This Actually Affects
1. New creators (highest impact)
If you are not in YPP yet on Feb 1, 2027, you play under the doubled bar.
Rough math on the long-form path:
- Old bar ≈ 11 hours/day of channel watch time averaged across a year
- New bar ≈ 22 hours/day averaged across a year
That is not “upload twice as often and hope.” It is roughly twice the sustained audience attention before ads unlock. For beginners, the calendar to monetization gets longer unless retention and packaging improve so each upload earns more hours.
Shorts path doubles too: 20M qualified views in 90 days instead of 10M. Shorts can still be a fast growth format, but the eligibility cliff is steeper.
Practical take for new channels: stop treating “monetize ASAP” as the only scoreboard. Build a niche people return to, then chase hours. Use demand-led topics (idea workflow) and packaging that actually gets clicks (titles, CTR diagnostic) so watch time compounds instead of leaking.
2. Creators close to the old finish line (time-sensitive)
If you are sitting around 4k–7.9k watch hours or 10M–19.9M Shorts views and you are not accepted into ads/Premium YPP before the cutoff logic applies, February 2027 can move the goalposts mid-race.
YouTube’s public line is that people already in YPP are not hit by the new entry thresholds. The urgent question for almost-there channels is simple: qualify under current rules while they still apply, if you are realistically close — without burning out on junk uploads that tank retention.
3. Already monetized long-form creators (mostly fine on entry)
If long-form ads already pay you, the 8,000-hour entry change is not a new application test. Focus on:
- Accepting updated terms by the Jan 31, 2027 Studio deadline
- Staying active under the updated activity definitions (YouTube cited paths like ~1,000 qualified watch hours / year, ~1M Shorts views / 90 days, or a minimum upload cadence such as 2 long-form or 5 Shorts per 90 days — confirm the exact Help Center wording in Studio when you accept terms)
- Ignoring panic posts that claim everyone gets demonetized overnight
4. Shorts-first or hybrid creators (mixed)
- New Shorts applicants: harder entry (20M / 90 days)
- Anyone wanting Shorts pool payouts ongoing: need the rolling 10M / 90 days from Feb 2027
- A quiet Shorts month can pause Shorts revenue without kicking you out of YPP or killing long-form ads

Does This Kill New Creators? Honest Answer
No — but it raises the cost of treating YouTube like a quick side hustle.
What gets harder:
- Hitting full ads on low-demand, low-retention uploads
- Shorts-only plans that barely cleared 10M before
- Channels that stall at ~1k subs with thin watch time
What does not disappear:
- The 500-sub fan-funding on-ramp
- Organic growth via search, Browse, and Suggested
- Brand deals, affiliates, digital products, and email — money that never required YPP
- Long-form as a watch-hour machine if people actually finish videos
New creators who win after this change will look familiar: clear niche, repeatable topics, strong packaging, and retention that turns views into hours. The algorithm bar went up. The craft bar was always the real one.

What To Do Before February 2027
If you are new / not monetized
- Track qualified watch hours and Shorts views in Studio, not just total views
- Prioritize videos that earn session time (people watch, then watch another) over empty view spikes
- Decide your path: long-form hours vs Shorts volume — do not half-build both with no audience overlap
- Unlock the 500-sub features when eligible so you are not waiting on ads alone

If you are close to today’s 4,000 / 10M bars
- Be realistic: one month of spam uploads rarely creates durable hours
- Double down on your best-performing topic cluster
- Improve CTR and first-30-seconds retention so existing impressions convert to hours
- Apply when you truly meet current thresholds — do not wait out of superstition
If you are already in YPP
- Accept updated terms by Jan 31, 2027
- If Shorts revenue matters, plan for a rolling 10M / 90 days floor
- Keep a simple activity cadence so “inactive” status never becomes a surprise

Bottom Line
YouTube doubled the ads/Premium entry performance bar for new applicants effective February 1, 2027: 8,000 qualified watch hours or 20 million qualified Shorts views, with 1,000 subscribers unchanged. Existing YPP members are not re-tested on that entry line, but Shorts pool earnings get a 10M / 90-day maintenance rule, and updated terms need acceptance.
For new creators, this is a delay and a filter — not a ban. Ship fewer random videos. Ship clearer ones people finish. Hours follow attention, not the other way around.
